Documentation
This allows to reuse {{cite article}} and {{cite web}} definitions made at any place in the wiki by referencing them via the URL of the cited article/web page in the Citations Cargo table.
Usage
{{cite by URL|URL}}{{cite by URL|URL|accessed=|local=}}
Note that the URL should not start with https:// or //, and should only start with http:// if that's the only way the resource can be accessed (not true of any supported URL thus far).
